The museum is part of the Alto de la Alianza Monumental Complex, which is a complex inaugurated on May 26, 1983, and whose construction began in 1979, promoted by the military government of Francisco Morales Bermúdez. The monument shows eight white obelisks whose inclination towards the south denotes the fighting spirit of the heroic city of Tacna.

On the sculptures placed on the obelisks, in Wikipedia, you can read: Eight stainless steel sculptures created by the artist Holguer Caprio Dextre accompany the monument, with the aim of resisting the environment of the area, and as a modern technique that has allowed advances and sculptural displays. The set summarizes actions and attitudes in the history of the city of Tacna, heroism, resurgence, and projection into the future.
